Last Thursday is Coming…

With 17,000 participants in the peak summer months, Friends of Last Thursday is focused on addressing the issues involved with sustaining this event in a people-powered approach. This group has saved LT from a painful death, the result of politics, collapse, self implosion and or backlash from one of many angles. FoLT will now hold a permit for LT and are geared to steer the event back towards supporting artists and performers and providing the services to allow it to continue into the future. FoLT earns and scrounges funds and gathers the volunteers each month, providing security, education of the vendors about expectations, removal of trash and recycling, street closure and logistics.
FoLT is wanting to purchase a used box truck for our Street Operations Team. We will take that box trailer and retro-fit it to carry all of the barricades, street signs, and garbage/recycling bins and what they get filled with at the end of the night. FoLT will then lend out the trailer to other community groups at low cost, with the funds helping FoLT to become more financially sustainable. This box trailer will help us support a multicultural community’s economic engine, grassroots art, creative thinking, performance opportunities, personal expression, dreaming, et al. Your contribution may be tax deductible as our fiscal sponsor is the Non-Profit Association of Oregon.

1st Annual Alberta Bar Crawl
April 25, Last Thursday
Between the hours of 6-10p.m. teams of four, distinguished by their team “dress code”, will travel down Alberta Street getting stamped at each of the ten participating bars where they are offered cheap drink specials and enjoy live music, entertainment and prizes.
At the end of the event, teams will turn in a full punch card and receive a Last Thursday pint glass.

Proposed OLCC rules seek to control alcohol, noise outside food carts, restaurants, and bars

The Oregon Liquor Control Commission has been engaged in Rulemaking for Exterior Areas at licensed establishments. The rules redefine the requirements for licensing exterior areas that are connected to a brick and mortar pub, as well as create rules for exterior areas that are not associated with a brick and mortar location i.e.: Food Carts.

In a nutshell…
Exterior Areas of Taverns and Restaurants
1) If on Public Property, the sale, service, and consumption of alcohol must be a permitted use.
2) If on private property, the applicant must have legal access to the real property
3) The applicant must define boundary, and demonstrate control.
4) If the property abuts residential, amplified music is not allowed from 10pm to 7am
5) If the property abuts residential, sale and service of alcohol is restricted as follows;
a. 11pm –Sunday through Thursday
b. 1am – Friday and Saturday
THIS DOES NOT APPLY TO TEMPORARY SALES LICENSES OR TO ESTABLISHMENTS WITH ESTERIOR AREAS THAT HAVE GREATER THAN A 500 PERSON CAPACITY.

Exterior Areas NOT associated with a Structure i.e.: Food Carts
1)If on Public Property, the sale, service, or consumption is not authorized under applicable rules of the governing body
2) If on Private party, must have written proof of legal access
3) Property owner (public property) must expressly allow the sale of alcohol.
4) Must qualify for Minor 3 posting (not be a drinking environment)
5) Must define boundaries and demonstrate control of the area
6) Must designate an area for consumption and confine the designated area with a physical boundary
7) Must demonstrate supervision of the area.
8) Limit patrons to possession of no more than 2 alcoholic beverages at a time
9) Must adhere to specific beverage requirements
10) Cannot bring alcohol into or out of the designated area
11)Amplified entertainment and sale and service of alcohol are not allowed between 10pm and 7am.

KNA Opposes Unrestricted OLCC License for 7-Eleven

The following is a letter submitted to the Oregon Liquor Control Commission at yesterday’s hearing on the 7-Eleven license application. The license was granted with no restrictions but KNA is committed to continuing negotiations with 7-Eleven to preserve neighborhood livability through a good neighbor agreement.

RE: 7-11 5150 NE MLK Blvd, Portland – Liquor License Request for Restriction

The King Neighborhood Association (KNA) has previously submitted opposition to an unrestricted OLCC license being issues to the 7-11 now located at 5150 NE MLK Blvd, Portland. At that time the King Neighborhood Association requested that the license be restricted based on size and alcohol content of beverages, as well as the time of sale be restricted to no later than 1:00 am.
On February 7th, Ryan Kroll, on behalf of 7-11 engaged with the King Neighborhood Association and has entered into negotiations to find suitable accommodations for the concerns of the KNA. We believe that 7-11 is acting in good faith as is the KNA and we would like to formally request an extension of one month on your deliberation of this matter. While we have made excellent progress on a draft agreement, there are items that warrant further discussion.
The King Neighborhood has in the past and does currently struggle with street drinking amongst other public safety concerns. Great strides have been made over the past 10 years within the neighborhood to make significant improvements, but there is much work yet to be done. As new businesses move into our neighborhood it is incumbent both on those businesses and the neighbors to work together to ensure that the positive momentum that has carried us this far continues.
We urge you to grant this request and allow us the opportunity to work with our new neighbor to continue to make positive change in the King Neighborhood a reality.

Also, the OLCC did not receive any comment from the King Neighborhood Association regarding the liquor license application for 7-Eleven at MLK/Sumner. They did receive nine e-mails objecting to the application from neighbors. The King Neighborhood Association has not made a Good Neighbor Agreement with 7-Eleven, Inc. The OLCC would like to know in writing or by email what decision the King Neighborhood Association comes to on this liquor license application. Even if it is to make no recommendation. Given recent history, they want to make sure that the King Neighborhood Association has considered this application and has no objections, or that they document any objections that may exist.

Conduct a Tree Inventory in your Community in 2013

Applications are due January 15!

Walking around your neighborhood, do you see areas available for tree planting, street trees in need of maintenance, and neighbors who are concerned but don’t know where to begin? Urban Forestry is helping Portlanders take action to improve their community’s street trees by conducting tree inventories and creating neighborhood tree plans.

Communities begin by forming tree teams and gathering volunteers to conduct a street tree inventory. Volunteers are guided by Urban Forestry staff, who provide training and tools. Together, information is collected on tree species, size, health, site conditions, and available planting spaces. Data is analyzed and findings are presented to neighborhood stakeholders. Achievable strategies are set by the collective body to improve existing trees, identify opportunities for an expanding tree canopy, and connect the neighborhood with city and non-profit resources. The result is a Neighborhood Tree Plan. The plan identifies the current status and health of neighborhood street trees and provides recommendations for neighborhood action.

School Change Scenarios Released, Feedback Sought

Portland Public Schools has released six scenarios of suggested changes to schools in parts of North and Northeast Portland that have priority enrollment to Jefferson Middle College for Advanced Studies. This enrollment balancing process is tasked with resolving issues due to overcrowding at some schools and underenrollment at others.

King PreK-8, with 290 students in grades K-8 is the second smallest school in the cluster now that Humboldt was merged with Boise-Eliot and Tubman Young Women’s Academy was closed. A major consideration is whether to convert some schools back from K-8 to K-5 and add one or two middle schools. Some schools may be closed or merged, or be converted to split campuses, with different elementary grades in different buildings. While not necessarily intended as final options, the six scenarios were distributed to garner feedback from the public to help craft the final solutions. These, more refined proposals will be mailed to parents over winter break and posted to the PPS Enrollment Balancing page.

The deadline for feedback is this Wednesday, December 12th. The feedback form is available on the PPS site and can be returned to any PPS school or feedback can be emailed to enrollment-office@pps.net.

After winter break, public comment will be taken in January. Then, the Superintendent will make a recommendation to the school board who must approve the changes. If there is not a delay, the changes will take effect in fall of 2013.

Neighborhood Apartment Parking Survey

Dear Neighbors and Community Leaders:

Our Portland community is experiencing unprecedented growth in the development of apartment buildings that include little or no off-street parking. Although a number of these types of older apartments remain along the former trolley lines, the approval of 28 new apartment buildings over the past 18 months has alarmed many of us.

Due to the recent community concern regarding the approval of so many apartment buildings with no parking, the City’s Bureau of Planning and Sustainability (BPS) is conducting a study of residents and neighbors of eight of these older buildings. As a group of volunteers that participate in the Citywide Land Use Group, we felt it was important to conduct our own, complementary survey. This survey is the result of our Apartment Parking Task Force and Editing Team’s work on the no-parking issue over the past four months. It is our attempt to clarify your concerns and needs.  We want to give neighborhoods the opportunity to provide constructive criticism to the City on this issue.
